DIG Training in Mexico helps bring HMF to Scale

Through the HFP program in Mexico, DIG is working with Sociedad Hipotecaria Federal (SHF), a second-tier, government housing finance organization that is mainstreaming a subsidy-linked housing microfinance product nationwide. To this end, DIG has trained 118 of SHF’s affiliate MFIs throughout Mexico on how to integrate HMF into their lending operations. DIG has conducted several training workshops, most recently in May 2008.


In November 2008, DIG surveyed a representative sample of 26 institutions from the 118 that have been trained over the past two years. The survey revealed that prior to the training only 15% of the institutions offered HMF loans; whereas afterward, 62% of the institutions introduced HMF products or began developing them. (These institutions offer both subsidy-linked and stand-alone HMF products.)


In one noteworthy example, one of SHF’s affiliate MFIs disbursed an average of ten HMF loans per month prior to engaging with the HFP program. In November 2007, the MFI received direct TA under the HFP program to redesign its HMF product, and subsequently re-launched the product. The MFI recently reported that the number of loans disbursed monthly has since jumped by a factor of 120, boasting an average of 1,200 HMF loans per month in the last three months of 2008.
